Project Description

The Alat Free Economic Zone (AFEZ) is Azerbaijan’s first dedicated export value-added and manufacturing zone. The government envisions that AFEZ will become the leading regional investment hub in Eurasia. The proposed site spans approximately 8,500,000 m² and is located southwest of Baku, adjacent to the new Baku Port. Garland International, a sister company of SIDC, to develop a master plan for the entire 850-hectare site, as well as to create detailed designs and oversee the construction of site infrastructure for a 54-hectare Phase 1.

SIDC was assigned the economic component, Stage 2 of the project. As part of this stage, SIDC focused on implementation and training. A comprehensive range of services was provided to the authority to ensure its success and efficiency, this included developing a robust legal and regulatory framework, defining governance structures, and providing institutional setup. As well as a strong investment promotion campaign and business support services to help attract investors.

The following services were provided by SIDC;

  • Strategy Development - Developed a comprehensive strategy focused on positioning the project as an ideal destination for FDI, aligning with the country’s economic priorities and global investment trends.

  • Regulations, Processes and Procedures - Establishing clear regulatory frameworks, streamlined processes, and efficient procedures to create a transparent and investor-friendly environment for foreign investors.

  • Organization Structure - Designing an effective organizational structure to manage and support FDI initiatives, ensuring efficient operations and smooth interactions with international investors.

  • Business Development - Implementing strategies to identify new business opportunities, establish relationships with potential investors, and expand the zone’s global reach.

  • FDI attraction;

  • Developing sectoral value propositions: Creating tailored value propositions for key sectors to attract specific foreign investors based on their industry interests and needs.

  • Designing marketing material: Producing high-quality promotional content that highlights the unique benefits of investing in the zone, including brochures, presentations, and digital assets.

  • Conducting Benchmarking reports: Analysing global FDI trends and benchmarking best practices to position the zone as a competitive investment destination.

  • Creating Incentives packages: Designing attractive incentive packages that offer financial and operational benefits to foreign investors, such as tax exemptions, subsidies, and customized support.

  • Investor identification: Identifying and targeting potential foreign investors through market research and strategic outreach, ensuring the zone attracts the right mix of international capital.
