Project Description

There were five components to this study:

  • Market assessment and competitiveness analysis - The objective of this component is to carry out a rapid assessment of the potential market for services industrial land in Bamako;
  • Development Strategy - The development of the industrial zone/EPZ should be conceptualised in the context of the overall development proposals for Bamako International Airport;
  • Site Evaluation - The purpose of this component is to perform a preliminary review and evaluation of the proposed site for an industrial zone development near the airport in terms of compatibility with the Airport Master Plan and urban planning and zone requirements. The site evaluation should also include an assessment of the advantages and constraints of developing the airport site compare to alternative sites at Dialakorobougou and Banamkoro;
  • Preliminary Economic and Financial Analysis - The analysis should be performed for different scenarios of investment and industrial land uptake and include appropriate sensitivity analysis;
  • Review of investment code and institutional arrangements - This component should review the existing investment code and if necessary make recommendations for improvement as well as proposing appropriate institutional arrangements for the development of the industrial zone.
